In League A, 28 teams have been drawn into seven groups of four teams each, with matches played as one-venue mini-tournaments. The competition format sees teams competing for progression to Round 2, while the seven fourth-placed teams will be relegated to League B. Although Finland are participating in the qualifiers, their place at the final tournament is secured as hosts.
League B consists of 22 teams divided into groups of three and four, with group winners and the best runner-up earning promotion to League A for Round 2.

Round 2 of the League A competition will determine the seven teams joining hosts Finland at the final tournament. The tournament will also serve as UEFA’s European qualifier for the 2027 FIFA U-17 Women’s World Cup in Morocco.
The WU-17 qualifying mini-tournament in Croatia will be played according to the following schedule:
