The draw has created the competition structure across League A and League B for the first of two qualifying rounds. In League A, 28 teams have been drawn into seven groups of four teams, with matches played as one-venue mini-tournaments. The seven fourth-placed teams will be relegated to League B for Round 2 in spring. In League B, 24 teams have been drawn into six groups of four teams, also played as mini-tournaments. The group winners and the best runner-up will be promoted to League A for Round 2.

Round 2 in League A will determine the seven teams joining hosts Hungary at the final tournament. It will also serve as UEFA’s European qualification pathway for the 2028 FIFA U-20 Women’s World Cup.
The WU-19 qualifying mini-tournament in Croatia will be played according to the following schedule:
